The Indian Ocean has some of the world's best diving in warm tropical waters with excellent visibility, in many places excellent diving is available where you may be the only divers around (in stark contrast to Koh Tao in Thailand). The Maldives is a nation perched atop hundreds of atolls. Those atolls stir up nutrients from the deep which attracts ever larger marine life until you reach to top of the chain, large pelagics and other marine creatures are common.
Mauritius and the Seychelles are very similar, drift diving is common so you can just relax and watch all it all go by.
