Europe doesn't offer fringing reefs in warm tropical seas like most other regions of the world but it does have some good spots. Malta is a very well known diving destination, lots of sites with great visibility without having to go too far, Gozo is excellent.

Greece has plenty to offer however sites are spread out amongst it's thousands of islands, Italy and Croatia also have some great spots on their huge coastlines.

On the colder side of things Ireland's west coast and SW England has some really good stuff to be seen.
